You're Correct!
It is a miss hit golf shot which involves the club head hitting the ground first and then the ball, so very little speed is transferred from the club head to the ball and the ball does not move very far at all.
If the club head is hitting the ground first and so the speed of the club head is being transferred into the ground, rather than into the ball, the way to avoid hitting a chilli dip golf shot, is to strike the ball first and then the ground, rather than the ground and then the ball.
Here is a great drill to help you. Basically, if you are hitting the ground first, your centre of gravity is too much to the right of the ball, if you are a right handed golfer. The lowest point for your swing arc will always be opposite your centre of gravity. You must be leaning over to a certain degree and your centre of gravity must be on the right of the ball, which is putting the low point for your swing to the right of the ball, meaning that you are hitting the ground first and then hitting the ball.
Place a head cover on the ground in that area on the right of the golf ball and then work on swinging the club head over that head cover, rather than into it. Work on doing this initially without the ball. Set up ready to hit your golf shot and then place a head cover just to the right of your right foot and on the target line of where the ball would be, just an inch or so to the right of your right foot and in line with where the ball would be.
Hover the golf club off the ground to start your swing – you do not want to hit the golf club head with the golf club as you swing back. Hover the golf club and then swing the club back without hitting the head cover. Work on swinging the club head back down so that you strike the ground on the left of that head cover and that will start to get you to move the low point for your golf swing to the correct position, where the ball is, rather than having it early before the ball, resulting in you hitting the ground before you hit the ball.
Once you get comfortable and you have hit the ground 5 or 6 times, start to increase the speed of your swing, still working on hitting the ground on the left of that head cover, rather than hitting the head cover. Do not worry if you do hit the head cover, put it back in the same position that it started in. It is just giving you the information that the low point for your swing was too early on that swing. Keep working on striking the ground left of the head cover and then once you feel you are doing that well, start to reintroduce the golf ball with the same drill of having the head cover in the way. Strike down on the ball so that you hit the ground after you have hit the ball and eventually you should be able to hit a golf shot without hitting the head cover.

A thin shot is where you hit the top of a golf ball. With a chilli dip golf shot, you do hit the ground first, not the top of the golf ball and that is what is causing the problem. The ground takes all of the club head speed and you have no speed left to transfer to the ball, so it hardly moves forward at all.

A chilli dip certainly does not come out of the middle of a golf club. You hit the ground first and then transfer very little energy into the ball.

A well struck shot would see you striking the golf ball first and then the ground, with the ball coming off the middle of the golf club for maximum length, accuracy and consistency.
