Maltbie was born in Modesto, California, in 1951. As a child, Maltbie was raised in San Jose. He played golf while studying at James Lick High School, where he played on the same team as former professional Forrest Fezler. After high school, Maltbie went on to study at San Jose City College, then San Jose State University. Throughout his education, he continued to play golf.

After leaving college, Maltbie turned professional in 1973, and joined the PGA Tour the following year. He won twice in his first year on tour and achieved a win at the inaugural Memorial Tournament in his second year on the Tour. Maltbie played on the PGA Tour until 1996 and finished in the top 10 on 55 occasions. His best result in a major was when he finished in a tie for fourth place, at the Masters in 1987. In 2001, Maltbie started to play on the Senior PGA Tour.

Away from playing golf, Maltbie has spent time working as an on-course reporter and golf analyst for NBC Sports. He is a fan of other sports, and supports the San Francisco 49ers.  Maltbie is a family man. He is married to Donna, and the couple has two sons, Spencer and Parker.

As of the end of 2014, Maltbie had achieved five wins on the PGA Tour, amassing total prize money of $2,212,878.
