Jenkins was born in Houston, Texas, in 1947. After high school, Jenkins attended the University of Houston. While there he tasted success as a member of the winning 1970 NCAA Division I golf team. After graduating from college, Jenkins turned professional in 1971. Four years later he achieved his first and only victory on the PGA Tour, at the IVB-Philadelphia Golf Classic, in 1975. Since joining the Champions Tour Jenkins has achieved more success, with a total of seven wins under his belt.

Away from competing, Jenkins has also worked as a chief instructor at Dave Pelz's short game schools.

As of the end of 2014, Jenkins had achieved one win on the PGA Tour, amassing total prize money of $470,019.
