Born in Mission Hills, California Burns was a student at John F. Kennedy High, in the San Fernando Valley, before attending college at Cal State Northridge. While he was at college Burns was a member of the golf team, and he won All-American honors while he was still in his junior year.

Burns turned professional in 1991, but he didn’t join the PGA Tour until 1994. He didn’t have a very lucky start to his PGA Tour, off the course, after an earthquake shook his home in Northridge, California. That season Burns finished in 101st place on the money list, and he didn’t qualify for the PGA Tour for the following year. This resulted in him playing on what was then the Nike Tour, and is now the Nationwide Tour. Things were about to get worse for Burns as failed in his attempts to qualify for either tour in 1997. The situation had changed by 1998 when Burns ended the season having achieved two wins, and in first place on the Nike Tour money list, having earned $178,664.

Burns’ career then continued to see-saw as he first regained his place on the PGA Tour in 1999, won over one million dollars for the first time in his career in 2002, then was back playing on the Nationwide Tour in 2005.

As of the end of 2014, Burns had achieved one PGA Tour win, amassing prize money of $3,313,227.
