Carter had an extremely successful college career at Arizona State University. He was a two time all American and won the 1983 NCAA Individual Championship. After graduating, Carter turned pro in 1985. His first season on the PGA Tour was 1987. He had five top 25 finishes with a best result of the year was at the Provident Classic where he finished in a tie for 10th. In 1988, Carter had five top 10s with a best result of the season was tie for 4th at the AT&T Pebble Beach National Pro-Am. He finished the season at 60th on the money list.
Carter had another good season in 1989 and finished 33rd on the money list after registering six top 10s. Carter lost his card the following season after finishing the year 172nd in the rankings. He proceeded to play on the Nationwide Tour for a number of years. He won back his card in 1994 after winning the NIKE New Mexico Charity Classic and also having three runner-up finishes on his way to finishing 4th in the Nationwide Tour standings.
Carter would keep his card until 2006. The best season of his career came in the year 2000 when Carter managed to capture his first and only PGA Tour win. The victory came at the Touchstone Energy Tucson Open, where Carter shot a final round 66 to beat Chris DiMarco, Tom Scherrer and Jean Van de Velde by two strokes. It was his only top 10 of the year and he finished the season 48th on the money list. After the2005 season, Carter lost his card having ended up 216th on the money list. He became eligible for the Champions Tour in 2011 and has played 31 events since, having one top 10 finish.
